Secretariat has just attended a
Discussion today with topic: Evaluating 2009 Track Records and Planning
for Action Plan of 2010. This discussion was presented by
jalan-jalan-bali.blogspot.com which we have summarised the discussion as below:

Kade Subhiksu and Indonesia\'s Director of Overseas Promotion: I Gde
Pitana. Both expressed the good idea of the discussion as it unites the
industry and proves that tourism is \"everybody\'s business\".
Indonesian
2009 tourist arrival of 6.4 million people. An increase 0.36% from
2008. For 2010, target tourist arrival is 7 million people.
Overseas
promotion (off-line) is still effective is netting tourist arrival
eventhough there is also a need for on-line (web) promotion as well. If
there are people travelling overseas with the pretext of promotion,
then these practices must then be controlled. The overseas promotion
itself must still be done. I advice Bali not to kill the provincial
promotion activity; instead control the mal-practices within the
activity.

There
needs an understanding of law regarding guide, the police did not know
what to do about non-licensed guide. Illegal guides can be deported and
the police must know this law.

Bali
Tourism Board is now looking at the new tourism law No.10 Year 2009
which requires Bali tourism professionals to transform into GIPI
(Gabungan Industri Pariwisata Indonesia). GIPI will encompass:
1. Tourism professionals (individually)
2. Association of Tourism companies (membership by company such as PHRI, Bali Village etc.)
3. Association of Tourism professionals (membership by individuals such as SIPCO etc.)
4. Association of other companies related to tourism (such as IATA etc.)
Regulations
(issued by government) are many overlapping. Issued without considering
supply and demand. There must be new regulation (if all agree) so that
there is one island one management. Alternatively there can be \"Otsus\"
Special Autonomy which needs to be issued from President, to give Bali
the status of Otsus.
Visa-On-Arrival is not properly managed.
People are paying yet they are asked to queue a long line. There is
also on overnight price increase to become one price USD25 without
proper planning and without information given to industry.
There are 5127 tour guides in Bali. Now not listed, there are foreign tour guides doing guiding in Bali.

programs using public-private-partnership model at Ministry Budpar for
